I just performed my first upgrade of the I/O filter and the answer to your question is: yes, an upgrade is actually an uninstall and then an install, so Maint Mode will be required.

That said, is there any way to tell Veeam to only upgrade the filter on a single host, rather than on the entire cluster? There are a number of manual tasks we have to go through each time we put a host in Maint mode and we'd rather only do 1-2 hosts per day and spread it over a week instead of spending the entire day just doing the filter upgrades. I know how to do it from the host itself (see below), but I'd rather do it from Veeam.

esxcli software vib list | grep vee
esxcli software vib remove -n veecdp
esxcli software vib install -d <path to veecdp_vib_zip_file>
