Just to confirm, the Instant Recovery session was unpublished (stopped) once you completed these steps? You migrated the machine to production or it was running as an Instant Recovered VM during that time? I just wonder if Vmware is flagging some of the Instant Recovery processes as the reason for "needing consolidation"
I think it would be best to open a support case and exporting logs from the Veeam Server itself (use the 3rd radio option and select the Veeam Server), and let Veeam Support take a look at the situation. Please be sure to mention the machine name you tested with so Support knows which machine to check.
