We're looking to build out a distributed deployment to two sites basically following the model here:

One of the design elements we very much want to ensure is in place is the ability to connect to EM when either of the sites (but not both) is down. Ideally there'd be some clustering or similar, whether that be active/standby or active/active I don't know, but we should be able to attach to EM within no more than a few minutes of the primary site going offline.
So far I haven't seen anything other than maybe leveraging DRO or storage replication to ensure we have a cold copy on the DR site, but this seems like a problem others have already solved.
What have you done or seen other people do here?
